Student Housing Internet Usage Policy

This agreement has been prepared in accordance with the ULAKNET Usage Policy, the Republic of Türkiye Istanbul Arel University Computer, Network and Information Resources Usage Policy and ArelNet Usage Policy.”

ArelNet is a service that enables Istanbul Arel University students to access the university’s computer network from their dormitory rooms using their own devices for academic studies.

The Student Dormitory Agreement is not intended to restrict or monitor communication; instead, it aims to ensure uninterrupted ArelNet service and protect the security of all users. Therefore, all students residing in Istanbul Arel University dormitories are required to comply with the network usage and security policies outlined below to ensure the effective and efficient use of ArelNet.

 

Rules

  • ArelNet may not be used for commercial, political, unethical, or morally inappropriate advertising, announcements, propaganda, spam messages, or any similar data or message transmission.
  • Another person’s email address may not be used for sending messages without their explicit permission.
  • No services such as DHCP, PROXY, DNS, NAT, etc., may be provided on the network.
  • Users must not attempt any activity intended to attack or harm network resources or services (including DoS attacks, port/network scanning, packet sniffing, etc.).
  • The use of all software employing peer-to-peer (P2P) protocols is strictly prohibited on ArelNet (e.g., Kazaa, iMesh, eDonkey2000, Gnutella, Napster, Aimster, Madster, FastTrack, Audiogalaxy, MFTP, eMule, Overnet, NeoModus, Direct Connect, Acquisition, BearShare, Gnucleus, GTKGnutella, LimeWire, Mactella, Morpheus, Phex, Qtella, Shareaza, XoLoX, OpenNap, WinMX, DC++, BitTorrent, etc.).
  • Copyright-infringing file transfers, copying, or distribution are prohibited.
  • Users may not interfere with, modify, or tamper with any equipment that supports ArelNet (access points, repeaters, switches, etc.).
  • Each computer is assigned a unique IP number paired with its MAC address. Changing the assigned IP number or MAC address is prohibited. In cases where change is unavoidable (e.g., purchasing a new device, wireless card malfunction), users must notify the IT Department. Otherwise, internet and network access will not be available.

 

Legal Restrictions

Access to all websites or services that violate the following Articles of the Turkish Penal Code (Law No. 5237, dated 26/9/2004) is strictly prohibited:

  • Article 84 – Encouraging suicide
  • Article 103/1 – Sexual abuse of children
  • Article 190 – Facilitating the use of drugs or stimulants
  • Article 194 – Providing harmful substances for health
  • Article 226 – Obscenity
  • Article 227 – Prostitution
  • Article 228 – Providing a place or opportunity for gambling

Users are responsible for all activities performed on the device they connect to the network. If network resources are made available to third parties, the user assigned to the resource assumes full responsibility for any violations.

The Istanbul Arel University IT Department is only responsible for providing internet connectivity. Computer-related problems (faulty network card, damaged operating system, etc.) are the user’s responsibility.

Bandwidth limitations apply to Student Housing internet access. Users may not exceed or attempt to exceed allocated bandwidth limits.

Users are fully responsible for all prohibited activities performed through devices registered in their name, including misuse, security breaches, or unauthorized access by third parties.

Applications or services that negatively affect bandwidth or contain harmful content are strictly prohibited. Users are fully liable for any damages arising from such usage.

 

Telecommunication Services in Villa Dormitories / Student Housing

All telecommunication services (including telephone and data services) in Villa Dormitories and Student Housing are provided exclusively by the Istanbul Arel University IT Department (ABID). Each resident is provided with one data port per person as part of their housing fee. Students must supply their own computers. File server or network server activities are prohibited.

ABID will repair internal telecommunication cables connected to room ports free of charge unless the damage results from intentional misuse or unauthorized manipulation. If damage results from tampering, repair costs will be charged to the responsible person(s).

Unauthorized modifications, additions, or connections to the existing cable systems are prohibited and will be removed at the student’s expense. This includes systems related to electrical, telephone, data, and radio/television signal distribution. Installing additional systems such as satellite dishes is not permitted. Unauthorized systems will be removed at the user’s expense.

Only the electrical outlets and ports provided within the room may be used to power or connect telecommunication devices.

Unauthorized wireless access points intended to transmit or receive data to or from the university/private networks are prohibited. No cameras or recording devices may be installed anywhere within the Villa Dormitories or Student Housing areas.

 

 

Enforcement & Penalties

All users of Istanbul Arel University’s IT resources must comply with the TÜBİTAK ULAKBİM Usage Policy, the Student Housing Internet Usage Policy, and all relevant regulations described under Law No. 5651.

In case of non-compliance, the Istanbul Arel University IT Department may apply the following sanctions:

  • Verbal and written warnings
  • Temporary or permanent suspension or restriction of allocated resources
  • Initiation of disciplinary or legal proceedings, followed by enforcement of applicable outcomes

The severity and sequence of penalties depend on the recurrence of violations, the extent of damage caused, and the negative impact on IT resources.
